U.S. Army Cadet Command, 5th Brigade

US Army Cadet Command, 5th Brigade, Texas is located at Joint Base San Antonio / Fort Sam Houston. It’s responsible for developing and maintaining Junior ROTC programs in high schools and Senior ROTC training on college campuses in its area of operations, which stretch across some 36-plus schools in Texas, Oklahoma, Arkansas, New Mexico, Arizona, Utah, Colorado, and Wyoming.

Mission & Units

Recruiting ROTC members is the overall mission of the Brigade, focusing on ROTC efforts in high schools and college campuses across seven states. Headquartered at Joint Base San Antonio (JBSA) at Fort Sam Houston, the physical “footprint” of the Brigade is quite large.

Surrounding Area

The City of San Antonio is a thriving metro area with plenty of Tex-Mex cuisine, music, sports, and the arts. This is the home of the San Antonio Spurs, and there is an active sports culture here.

The downtown area features a variety of attractions including a bustling Riverwalk area, plus music venues, professional sports including the San Antonio Spurs basketball team, museums, plus an impressive public library.

Downtown San Antonio is home to the Alamo, which along with other area “frontier missions”, was named as a UNESCO World Heritage Site in 2015.

San Antonio weather is typically hot in the summer with a summer average high of 94 degrees between June and August, and winter lows at or near 64 degrees in November through December.

There has been a military presence in San Antonio, Texas for approximately 300 years and the city is definitely an extended military community with many currently serving and retired/separated military families living in the area.

Inprocessing and Check-In

All inbound troops PCSing to the Brigade are assigned a sponsor, who should contact you with detailed information on your assignment. Ask your sponsor for information regarding inprocessing to the Brigade as these procedures may be different than for other troops arriving at the Fort Sam Houston location of JBSA. In typical cases, (non-Brigade check-ins) Army officers are required to check in upon arrival with the gaining unit. Enlisted soldiers PCSing or coming TDY to Fort Sam typically sign-in with their unit and make an inprocessing appointment and report to Building 2263 for in-processing. Housing

Fort Sam Houston housing information is available via the Fort Sam Houston Family Housing website. Housing at JBSA is privatized, and normally features a waiting list depending on the location, demand, PCS season, etc. Junior enlisted troops who are single are typically required to live on base in a dorm on Lackland, the Lackland Training Annex, or the Kelly Annex when PCSing to units there–check with your sponsor to determine what may apply to you when PCSing to the Brigade.

PCS and TDY Lodging

Joint Base San Antonio has a large number of resources for temporary housing for those in the area on Temporary Duty (TDY) or for Permanent Change of Station moves (PCS). 

These include facilities at Lackland and Randolph, but your first attempt should be made with Fort Sam Temporary Lodging, operated by the InterContinental Hotels Group. Reservations are available via the IHG Army Hotels website or call 210-357-2705 ext 5000. You can also contact the Fort Sam Houston Billeting Office at 210-357-2705 ext 5000 for more information.

Schools

San Antonio, Texas features more than 20 Independent School Districts; the Joint Base San Antonio School Liaison Office offers a welcome packet to help newcomers research districts, schools, test scores, rankings, and policies. JBSA installations also feature an ISD school on-post with similar policies.

There is no bussing across school district boundaries in San Antonio. Students have traditionally been required to attend the ISD in the area where they live. Military families who live on-base or on-post are automatically eligible to attend those ISDs; those living off-base may apply to send their children to the on-base school but parents are required to provide transportation.

Health Care

Fort Sam Houston is home to the San Antonio Military Medical Center, a Level 1 Trauma Center with a dozen operating rooms, five oral surgery suites, and four dental rooms.

You may contact the San Antonio Military Medical Center commercially at 210-916-4141, and via DSN 312-429-4141. For emergencies, please use 9-1-1. The appointment line is 210-916-9900. JBSA Randolph AFB provides medical services from the 359th Medical Group. General outpatient medical services are available to active duty personnel, family members, retirees, and dependents of retirees. 

Child Care

Joint Base San Antonio Fort Sam Houston offers hourly and full-time child care at the Child Development Center. There are preschool programs, plus before-and-after school care. Age requirements and other guidelines will apply. 

There are also options at JBSA Lackland Air Force Base — contact the Family Day Care Office for more information. JBSA Randolph provides the Randolph Child Development Program (for dependent children between two and five years), and there are also programs from the Randolph Child Development Program Annex for children between six weeks and 24 months old. 

Household Goods

All inbound PCSing troops assigned to the Brigade are directed to track and manage their household goods shipments using the Defense Personal Property System at Move.mil. You can also get local assistance from the JBSA Inbound TMO office at (210) 671-2821 or DSN 312-473-2821 Extension 1656.

Dependent And Retiree ID Card Renewal, Replacement, New Issue

JBSA allows online renewal of both dependent military IDs and military retiree IDs. This service is available via the Joint Base San Antonio official site and pickup for new ID cards may be available in as soon as seven days. Call any of the following numbers for more information:

Transportation

The usual ride sharing and commercial taxi services are available from San Antonio International Airport, which is how many will arrive in Texas for their new assignment or TDY.

On-base transportation is available for official business only. The nature and availability of base transportation depends on the location, mission requirements, time of day, and other factors.

Fort Sam Houston has shuttles that move between on-base destinations only. The post is served by two shuttle bus routes; the Hospital Route and the Brigade Route. The Brigade route serves important destinations for check-in and in-processing and new arrivals may wish to become familiar with that route if they need a shuttle.

Vehicle Registration And Driver’s License Information

If you relocated to the state of Texas with a valid driver’s license from anywhere else in the United States, you are not required to get a Texas license or add Texas plates to your vehicles. 

When trying to access any part of Joint Base San Antonio, you may not be required to register a privately owned vehicle on base, but you must carry proof of insurance in compliance with Texas state law at all times.
