Hart-Dole-Inouye Federal Center

The Hart-Doyle-Inouye Federal Center in Battle Creek, Michigan is not a military base, but rather a group of federal buildings that has a history stretching back to the 1800s. It may not be the same as a military installation but it plays an important part in armed forces readiness as the home of the Defense Logistics Agency (DLA), which provides wartime and peacetime logistical support to troops around the globe.

Mission & Units

The Defense Logistics Agency is the primary operation located at the Hart-Doyle-Inouye Federal Center. DLA missions include DLA Disposition Services, Defense Logistics Information Services (DLIS), and DLA Installation Management. But the Center is also home to other tenants on a smaller scale including the Defense Reutilization and Marketing Service, and the Air Force Cataloging and Standardization Center.

History

The complex that eventually became known as the Hart-Dole-Inouye Federal Center got its start in 1886 as a religious health retreat. About a decade later, Dr. John Harvey Kellogg (the center’s medical director) renamed the site, expanded it to include hospital facilities and other operations.

But the original structure suffered a fire in 1902, destroying much of the original designs. It was rebuilt and expanded, later to become a military hospital in World War Two. At that time it was designated Percy Jones Army Hospital and at peak wartime operating capacity had more than two thousand daily visitors.

That operation lasted until the mid 1950s, when the hospital was closed. Eventually the Federal Civil Defense Administration was relocated to the facility along with the Staff College of the National Civil Defense Training Agency. The Cold War influenced further development of the site; there was yet another revamp of the facilities at least in part to fortify them against atomic attack. By 1962 there were nearly 30 federal agencies operating at the renamed Battle Creek Federal Center. In 1962, Sixth Corps of the U.S. Fifth Army and Defense Logistics Services Center (DLSC) were transferred there-shades of things to come.

Fast-forward to 2003 when the center was redesignated as the Hart-Dole-Inouye Federal Center. The facility was so named to honor Senator Daniel Inouye, Senator Bob Dole, and Senator Philip Hart. Today, the Hart-Dole-Inouye Federal Center has the Defense Logistics Agency as its’ primary tenant; according to the Department of Defense, it serves more than two thousand military personnel, families, civilians, and contractors.

Surrounding Area

The Federal Center is located in Battle Creek, Michigan in Calhoun County. Battle Creek takes all or mostly all of Calhoun County and has a population of more than 52 thousand in the city proper. The Federal Center is roughly two hours from Detroit, Michigan, with Ann Arbor on the way. Battle Creek is home to the corporate headquarters of Kellogg’s, the famous cereal and cookie manufacturer.

Battle Creek is home to high school state championship tournaments including the Michigan High School Athletic Association ‘s wrestling, volleyball, softball, and baseball, state championship tourneys. Visit the Leila Arboretum for outdoors recreation including camping and hiking; Linear Park Pathway offers more than 22 miles of trail to explore.

Baseball fans will want to check out the annual Sandy Koufax 13S World Series, which is a tournament designed especially for 13-year old baseball players. Other attractions in the area include the Dr. John Harvey Kellogg Discovery Center, The Binder Park Zoo, and Historic Bridge Park.

Inprocessing and Check-In

Since the Federal Center is not a military base, reporting and check-in procedures will depend on the gaining unit or department. You will need to contact your gaining supervisor or sponsor to learn what is required to check–in. Access to the Federal Center requires a valid Common Access Card (CAC). All employees are required to swipe into the Hart-Dole-Inouye Federal Center and display the CAC to security officers where present.

Services

Health Care

There is no healthcare offered at the Hart-Dole-Inouye Federal Center; all military medical needs will be handled under TRICARE. The nearest military treatment facility is at Wright-Patterson Air Force Base, Ohio, which is more than three hours away from Battle Creek.

Child Care

Child care is available at the Federal Center, with services provided by Strs and Stripes Learning Station. This facility is accredited by the National Academy of Early Childhood Programs. It is operated by the General Services Administration. This care is available with the following services:

  • Infant care
  • Toddler care 
  • Pre-school 
  • Kindergarten readiness training
  • Before and after school care
  • Summer camp for school-age children

There is a maximum capacity of just over 120 children and waiting lists may apply. Registration is required to be placed on a waiting list, call the Stars and Stripes Learning Station at 269-963-5598 for more information.

Household Goods

All military members PCSing to Battle Creek to work at the Federal Center are directed to track and manage their household goods shipments via the Defense Personal Property System at Move.mil. You can also get assistance from the Transportation Management Office – Personal Property Branch by calling 586-282-7764.

Dependent And Retiree ID Card Renewal, Replacement, New Issue

CAC services are available at the Federal Center; CAC offices are open during regular business hours, closed weekends and holidays. There are no walk-in services available, but ID card services for spouses and dependents may be available depending on demand, mission requirements, and other variables. Schools

There are no DoD schools located in the area, military families will send their children to Calhoun County public schools in the local area depending on the home address. Local options include, but are not limited to:

Housing

For those PCSing to the Hart-Dole-Inouye Federal Center, there is no government housing of any kind available in the area. You will be required to locate housing in Battle Creek via rental or purchase; you can get assistance with house hunting (to rent or buy) from the Family Program Manager at 269-961-4051, DSN 312-661-4051.

PCS and TDY Lodging

Temporary lodging is available at Fort Custer Education Center, which features single and double rooms. This facility is only about 15 minutes by car from the Federal Center, and advance reservations are required. You can contact the Front Desk at (269) 731-6126 or contact the Family Program Manager at 269-961-4051 or DSN 312-661-4051 to learn about other options in the area if rooms are not available at Fort Custer.

Vehicle Registration

The State of Michigan requires no-fault insurance as a condition of vehicle registration. If you arrive in the state with a vehicle “already titled in your name in another state” drivers must submit a copy of the title or current out of state registration in their name. Michigan law requires drivers to register their vehicles as soon as they become state residents.
